Because it is a function of the HTML code. You must hover over the actual link to see the title associated with that link. The caption is not part of the link. It has nothing to do with Legacy. Legacy is a genealogy program, not a web authoring program. I for one am content that they devote their programming efforts to improving the genealogy aspects of the program.
