Yes! XnView or GeoSetter and they're both free.

You cannot add IPTC info with Legacy. I think you can using Heritage
Collector Suite although it's not its natural strength.

If you're going to attach TIF's to Legacy and have the IPTC transfer
there they should be saved with NO compression. Legacy will not accept
much in the way of embedded IPTC. In fact, practically nothing. The
caption only and it adds it to the Description field. Last I looked.
