Sorry - I didn't realize you were not in the United States. The District of Columbia is a federal district that contains the city of Washington - but for all practical purposes the district for addressing is treated like you would a state.
So you have two choices in my mind - the one you were given or a (blank), Washington, District of Columbia, USA.
