Where notes print, and the space available across the page for the note lines, varies by generation in reports such as the Descendant Narrative so a layout that works for the first generation will not work if the same note is used as the fourth or fifth generation in another report. Likewise different reports assign different locations and layouts for notes, all of which change the available line widths. User choices of margins and paper size also affect available space.
If you really want your notes set up a particular way pick a report format where you want the layout to work, one where the notes always print in the same place like a FGS or Individual report for example. Set up the notes to work there, do not use tabs to align text, just spaces. Once that report looks okay accept any weird looking spacing in other reports which use a different line width.
