From what you have written, it seems that you want to "export" to a Gedcom file but you press " Select file name and start import", which seems to be the opposite of creating/exporting a Gedcom file.
Also, maybe your "Default location of family files" is not "C:\Legacy\Data\" as indicated under "Options>Customize>Locations".
