Not quite! Some work is being done on updating the GEDCOM standard but over the years other attempts have been made and come to nothing, whether this one will have more success remains to be seen.
One of the problems is that for full interchangability between programs all software producers will have to accept and implement the standard. Their difficulty is, of course, that their users will no longer be effectively locked into a specific program.
