I have not had the experience of Legacy NOT converting dates to my
chosen format (on the rare occasions when I enter them differently).
Have you tried re-entering any of the "wrong" dates to see if Legacy
then converts them successfully?  Or run a Check/Repair to see if any
"bad dates" are recorded?
