My thanx to all who have responded, both on list and privately. The link
below comes closest to answering the original question. However, like most
responses it gives a history BUT not either a time frame (beginning/ending)
and associated proper "political" name.

Perhaps such a source does not exist :-) Even going to state websites you
can get histories and some time lines, but so far they have also provided
conflicting information!

The quest continues. Maybe Geoff, Judy Russell or Thomas MacEntee will take
the cue and develop a webinar - with appropriate handouts - to answer the
question!
