I think most people get confused by Microsoft calling the operating system 
"Windows 8",  they automatically think that computer executable programs will 
run on it. In my mind, I consider these "tablet computers" to be nothing more 
than big cell-phones with large screens and they only run "apps" and not 
"executables".

This may seem a silly question but do you have the full Windows 8 or one of the 
tablet computer versions? Legacy will not work on the Tablet computer versions 
of Windows 8.
