Precisely! My rule (and this is for predominantly-UK places) is type from left to right, from the smallest unit (parish) to the largest (country). Use as many components (read commas) as is necessary. And then let Legacy sort the list from right to left. I largely ignore the Geo-DB except for getting a hint of where certain parishes or villages or towns are geographically, then I ignore what it gives me.
