If you've had v7 Deluxe for a while now, you'll have to pay an upgrade fee to have v8 Deluxe when it arrives, just as you do to go from v6 Deluxe to v7 Deluxe.
If you've only bought it recently, check the date in the announcement as to when purchasers will get a free upgrade.
