An upgrade fee is charged when Legacy's first number changes so you will need to pay for Legacy 8.0 when upgrading from Legacy 7.x.
Geoff did announce that NEW purchasers of 7.5 will be allowed to upgrade to Legacy 8.0 for free but that only applies to those who bought legacy on or after 8 May 2013, the date he mentioned in his announcement on the Legacy Home tab of Legacy. He also confirmed there will be a discounted price for previous owners but did not say what that discount would be.
