The only report I know of which will include pictures and can be prepared as a Batch are the Individual or the Family Group Sheets reports. With the tagged list of people buried in the cemetery you can create a batch of individual or FGS reports for those tagged people.
It then depends on how you have linked those cemetery photos to the "Owner" as to whether the picture will print. If you linked the picture to their burial then include Event pictures to have the cemetery picture appear in the report for their burial. If the picture was linked to the individual and is the preferred picture for each one then individual pictures will be selected.
