Thanks.  I am also coming to the conclusion that text should be scanned to pdf 
and photos to tif for long term storage and jpg for routine use.   Looking 
forward to finding out about changes in how Legacy handles images.  IMHO Legacy 
was designed assuming that image files would be photographs of people rather 
than census pages.  It works well for the former, not so well for the latter.
