It seems the download is only 10KB, definitely no where near the advertised size of 13561K. Also, I have never dealt with Microsoft ClickOnce Application Deployment Support Library. Downloaded an earlier edition (host site does not have previous versions) and have not had any success there either. Framework 4 installed.
