The GEDCOM 5.5 Standard does not include a tag or a field that contains the Last Change date for each entry in a GEDCOM file. The "DATE" tag contains the time/date of an event, not the time/date when the event information was last modified.
No "KEEP the Last Changed date as an OPTION" is possible in the current GEDCOM Standard.
