The view you get in Windows Explorer may depend on your pdf default viewer. I use the free Foxit reader and I can see the icons in Explorer (from medium size and up) as thumbnails of the first page of the pdf. Nevertheless in Legacy a pdf still shows as the standard document pages icon.
