I can't answer the why part of your question, but it is how Legacy is set up.
The Relationship displayed in Family View, Pedigree View and other places is always a blood relationship, immediate in-laws, or spouse of those. Other non-blood relationships are only shown in the Relationship Calculator, and then they are listed as not related but the relationship path is shown. Legacy's limitation of the aunt/uncle - niece/nephew to just the blood relationships does appear to be non-standard. Wikipedia, Meriam Webster and a couple of other online dictionaries all included the spouses of aunts and uncles as uncles and aunts, and conversely, the children of a spouse's siblings as nieces and nephews. Instead she shows up as "Wife of Uncle". When I SET RELATIONSHIP on myself, the NIECE shows up as NIECE. When I SET RELATIONSHIP on my wife, my niece shows up as NOT RELATED to my wife.
