It called "Request Feature" and IT IS under the Help tab - right between "Report A Bug" and "Legacy Homepage". You can also get to it by looking at the "Support" tile (on the right hand side) on the Legacy Home tab (right underneath the "Updates" tile) - here it is called "Making A Suggestion".
You would not be requesting this action as a feature you would be requesting a MODIFICATION to this action as a feature.
