Whether or not you use a special event for Birth Certificates is up to you.

I don't.

I just add it as a source for the data on the certificate.

I think you need to add it as a source for the actual data and not
just as a special event but you may want a special event so it's easy
for you to see which certificates you have. (That's why I enter
Censuses as events as it's so easy to see which are still to be found)

Re reports. Yes if you've added the certificate as a source and as an
event it will show twice but in different places and ways depending
on how you've entered both.

OR
you can have the Certificate as Event just for convenience and choose
to make that event Private and not include Private Events in Reports.

It's really up to you.

To add to the confusion ;-)
Sometimes I add the source data to the vital event note - especially
if I'm still working out whether these people fit in my family or not
as it's often much quicker.
That's another place you might want to put the certificate information.
Birth Notes is certainly where I record if there is anything
unexpected or particularly interesting on the certificate. Most
family members don't look at the sources but do read the notes.
