Thank you for the reply Alan.  What is really strange is that I can copy
from Onenote to MS Word, then from Word to Legacy without making any
changes and the issue goes away.  I would like to be able to avoid the
extra/unnecessary step.  There is definitely an issue with Legacy's text
editor.
