I have used this before ( a while back ) when I received census information 
from someone via email or forum post who could access the images (this was 
before I could myself).  So, unverified... sort of "hearsay"?  Then, when I am 
able to find the images myself, I check off verified.

>From the Help files:

"Verified - This checkbox is used when you have verified the source
information.  For example, if you receive information from another
person, either through a GEDCOM import or by email or other means, you
should verify that the source citations are true and accurate.  As you
check each citation, you can mark Verified to indicate your confirmation
of the source information."

The easiest way to get information about anything on a Legacy screen is
to press F1 when viewing that particular screen.  This brings up the
Help page which is relevant to that screen.
