You may have created two new column headers on the index tab showing as 
"Personal ID" and "Family ID".  But those column headers have to be connected 
to actual Field Names.  Go back to your Index Tab, Options, Customize Columns 
and check to see which Field Names you associated those column labels with. If 
I had to guess, it's likely "User ID" and "FamilySearch ID", respectively.  So 
those would be the fields on the Individual Information screen where you would 
enter your values.  The Index Tab Column Labels do not carry over to the 
Individual Information screen field labels.  User ID can be anything you want.  
FamilySearch ID is intended for links to Family Search Family Tree, but if you 
don't plan to use that capability, you could use the field for your own 
purposes.

these fields. When I open the Individual's Information dialog all I can see are
