Township is defined as : Class Code Description:        Active
Minor Civil Divisions. An active county subdivision that is
not coextensive with an incorporated place.

It covers 3 topo maps which might explain the discrepancy:
1.      45.1944431      -96.5435698

The locations list shows the geocode -- assuming you can
find the location in either GNIS or the geocode list.  I
notice that none of Virginia's Independent Cities can be
coded.  As in, Winchester is an IC and county seat of
Frederick County; it isn't in there as Wincheter, Frederick
County, Va, USA and it isn't in there as Winchester Va USA
and it isn't in there as Winchester (Winchester City) Va
USA. [unless that's been fixed for V8, which I can't check
because it's too big a db to d/l on dial-up and until I put
the program on my laptop, I can't get it d/l over hi-speed.
