IMO : YOU saw this in a database at SCDAH. Cite that. As in: [“Will Transcripts 1782-1855”, South Carolina Dept of Archives & History.] Add on-line if it was, on-site if that's where you saw it. Either way, you may want to cite the Series, Reel, and Frame # as further ref. Where the original Will is is irrelevant to this citation. If you ever do find the will itself, then you cite that (personally, I'd cite both, but I'm paranoid) and say where it was. At a guess Apt is appointment. What's pertinent -- all of it.
