I can duplicate this, Brian. I have not researched it extensively, but it seems to me that if the Children heading comes at the top of the second or subsequent page it is centred correctly on a shaded background between 2 lines. When the Children head occurs on the same page as previous information (Events for Wife, for example), the word Children overlies the top line of the shaded area, rather than being centred in the shaded area.
