Looks like there's a small bug in this - Legacy should not be verifying counties and states _unless_ they're in the US. Having to switch off the option means that a researcher with locations in the US and elsewhere will get this error everytime they access a non-US location. And switching the option off seems to be silly for those locations within the US.
