Automatic ordering of Events, Children, Spouses is controlled by Options Customise 2.2 See the Help from that item OR search Help for Automatic ordering to learn how Legacy sorts. It says Blank dates are sorted to the bottom - but once manually ordered should stay put unless you opt for edits to allow automatic ordering.
Jean, the options you point to are for sorting the whole file. You may be able to move an event without date more quickly to the top, if you have a lot of events for the person, by giving it a date which would locate it at the top and then removing the date - but this depends on your 2.2 options at that moment.
