I don't see how one can argue that and you go on to contradict yourself! A dictionary definition of Event is "a thing that happens or takes place." The taking of a Census happened: a householder filled in a form or answered questions from an enumerator thus making a statement about certain facts pertaining at that time. The making of a statement is an even which took place. Also, one should not forget that Legacy refers to "Event/Fact". It is a fact that people were recorded in a Census.
