I would recommend that you create a Legacy file and NOT a gedcom. A gedcom will not work as well as a Legacy file.

Tag those records on Tag1 (making sure you first cleared the Tag1) Then create a gedcom export for all Tag1 Records. Import that gedcom into your new file. Double check for any potential duplicates.
