I can't answer your first question as I have no idea what "smart
stories" are.

Legacy Reports can be saved as RTFs and then edited. The preferred
picture for an event can be included or just a note giving you the link.
You can take a look at this for yourself in the Book Reports.
The Legacy Publishing Centre is a Deluxe feature.
In this you can either reserve pages for work you've done in a word
processor or add text based special sections as well as a whole range of
the reports. This can all be saved to RTF for further editing if desired.

Saving reports as PDFs is a Deluxe feature. However, any report can be
printed to PDF if you have a PDF printer installed on your computer.
There are many free PDF printers available.

This is a good place to ask questions however the Legacy User Group on
Facebook is worth a look. This list is fairly quiet since the Facebook
Group began. Its very busy currently with FTM people exploring Legacy
options.
