For locations, I try to use 4 levels - City, County, State, Country. I have a couple of independent cities that are not part of a county. Example is Norfolk, Virginia, USA.
For a best practice, do I leave the county blank, or do a put a placeholder in the spot. Something like (Independent City)? Thanks, Ted
