After removing all .ldb files from my computer, I rebooted, reinstalled
Legacy and still get the same message.  I verified that there are no .ldb
files on the computer.

Any other suggestions?

If your family file is named "MY_File.fdb"  You need to search for
"MY_File.ldb", the "Lock File" that is preventing you from opening your
file.  Substitute your actual file name.  Apparently Legacy was open when
your drive crashed and the lock file remained.
