I have deleted the .ldb then tried to reinstall Legacy and get the same message.

Your Legacy database will be xxxx.fdb and the system found a matching xxxx.ldb file, in the same folder, that is created when you are running Legacy. All you need to do is locate the .ldb file and delete it. DO NOT DELETE the .fdb.
