If you want to add locations that are not linked to people you can use
the Add button on the Master Location List screen.
View > Master Lists > Location.
To find your unlinked people:
Search > Find > Miscellaneous Tab
There is an option there to find unlinked individuals.

There did not seem to be
another way to add a new location (ie, without that place being attached
to a person). In a way that makes sense, though awkward and potential
corrupting.
My question: How can I find ALL the _unlinked persons_ in my Legacy
file? I do have a few - and I don't necessarily want to discover them
one by one out of hundred - and then waste a Tag on them (not yet,
anyway).
