I've noticed when resizing Legacy with the mouse on the edge if I hold the mouse button down after I stop sliding up or down it jumps back to the original size. I have to release the button as soon as I stop sliding the mouse.
I just checked my laptop and it resizes OK. I can resize and hold the button and it stays there. Both are Win 10. The desktop computer resizes other programs fine, Only Legacy exhibits this problem.
