That's right. Only the path and filename of the media is in a Gedcom.
But you can send the relevant media as well as the Gedcom. You can use
the Media Backup to zip the relevant media.
Then the person would need to use their software to find the media
after they'd imported your gedcom.

Of course it's easier if the person is using Legacy. You send a Legacy
backup of both data and media.
If you only want to send part of the file, you export that part (using
tags or focus group) to a new Legacy file and then do the backups from
there.

Yes, in Legacy 8 you have the option to attach a picture, a sound
file, a video or a document. It does only link to the picture, does
not embed it, but it has a couple of nifty features called Media
Relinker and Gather My Media which do pretty much what it says on the
tin.
