Two other things I've learnt can affect response time (apart from the
obvious of not enough RAM in your computer for the number of programs
you are running. Note Legacy 9 will run with 4GB RAM but 8 is suggested.)
Linked images that are very large - Legacy has to resize them for use
and doesn't keep a copy of that thumbnail.
Missing media links that are ignored. Someone reported on Facebook
recently that their speed problems vanished when they stopped and fixed
missing links.

Response time for Legacy 9.0 can be affected by some of your options
like display of Hints and potential problems on screen. It takes time
for Legacy to find and display those. If the delays bother you turn
off display of Potential problems and Hints then check response times.
