No, Win 10 works just fine with the MS help system and therefore Legacy 9's help file. Have you checked the Legacy 9 install directory to see that Legacy Help (Legcay9.chm) is present? The default install location is probably c://Program Files (x86)/Legacy9. You will find the Legacy9.chm file in that Legacy9 folder.
