Yes in Legacy 9 you can add same-sex relationships.
You just add them like any other relationship and make sure the gender
is correctly entered. If you get a warning, you just ignore as that's
what you are wanting to do. Note in the Marriage Information screen you
can set the labels you want for each partner.
You'll note in File - File Maintenance - Check/Repair that Legacy 9 has
checkboxes on whether or not to check for same-sex relationships. If you
have entered them, you'll probably want to mostly run check/repair
without those checkboxes checked.
You can change all of Legacy to Gender-Neutral language if you want at
Options - Customise 8.14
