After following this thread, I think your problem stems from the Windows update you installed.  A lot of users are reporting problems with the April  update to windows 10 to version 1803. Especially affected are Toshiba and machines using Avast and AVG antivirus.  I have two machines,  one is just fine and then there is my Toshiba Laptop - - lots of problems.  A new cumulative update came out today.  It may help.  Or you could roll back to the Fall Creators update  for awhile...
