After installing yesterday's cumulative update on my Toshiba, it just
fine this morning, and legace has opened like it is supposed to. Some
people might not be as lucky....

After following this thread, I think your problem stems from the Windows
update you installed. A lot of users are reporting problems with the
April update to windows 10 to version 1803. Especially affected are
Toshiba and machines using Avast and AVG antivirus. I have two
machines, one is just fine and then there is my Toshiba Laptop - - lots
of problems. A new cumulative update came out today. It may help. Or
you could roll back to the Fall Creators update for awhile...
