Here's my suggestions on the resizing problem. The small increments
option rarely, if ever, works for me.
There are a variety of things that help with this intermittent problem
of not being able to resize the Legacy window.
1) close and reopen Legacy and try again.
2) make sure other windows behind it are minimised before trying.
3) try a different side or corner to drag.
4) keep it away from corners and sides of the screen (I think the
problem may be to do with the snap features so it might be worth trying
with these turned off.
Some say that doing it in smaller increments works but I've never found
that. One of the above always works for me.

There is a problem report in the system about this issue. Trying
to make large changes causes the window to snap back to the
original size. I have added your report to the issue.
Brian, What is the mantis number ? I will add my notes
