I would ask myself where this funeral record originated or where it was
found? Was it published in a newspaper? Was it included in a book? if so
then I would use one of the book or newspaper templates.
If it was included on a website collection then the questions would be
what is the website about, a private family history related one or
public general database. For a family related one I would probably use a
generic internet template. For a general database then the type/source
of the collection may lead you to a template. For example if the
collection was taken from newspapers the newspapers online template
would probably apply.

Using Legacy 9, and I have found a very detailed Record of Funeral. How
can I enter this into Legacy 9? It's an event-related record; however,
there is no existing record type for this. I could create a new record
type, but then how can this be included in a gedcom file for use with my
TNG website?
