I ha found that using this format suites my needs in properly identifying that it is an independent city, but also making it easy to differentiate it from being an actual place name: Baltimore, (Independent City), Maryland, USA This puts the term "Independent City" in place of the county, but the parentheses indicate that it is not the actual name of the county. This also lets people know that you didn't leave the county field blank. Hope this helps!
