John,
You are in the wrong place to change the parents and children colours on Family View.
The Other User-Interface colours are mainly for the secondary windows.
Go back to Options > Change Colours. Click the part on the screen you want to change. If you want just a flat colour for parents and children, choose the same colour for Top Colour and Bottom Colour in the box that opens to change the colours of these parts of the screen. If you want the main frame to be a solid colour and not a gradient, then click it and choose colour rather than gradient ... Do the same on Pedigree View etc as you can have different background frame on the different views.
