If you can open it using the built-in PHOTOS app, then you may be able to
try one of the following.
Just a suggestion:  You can download Irfanview or GIMP.  They are free.
Open the JPG file with either one.  Then SAVE AS name_1.jpg  Hopefully,
this will fix whatever format issues Legacy sees.
