There are certain countries where couples must be married before a Justice of the Peace (civil marriage) before they are allowed to be married in a church (religious ceremony).
My own daughter is a case in point: she and her fiancé came to Canada for the civil ceremony as the country they were living in was a Muslim country (Mali, a former French colony), then my husband and I flew to Mali for the religious ceremony at the Bamako Cathedral. This is the case in France and in most former French colonies as well as in many former Spanish and/or Portuguese colonies.
