Regarding your comment about the user-enforced rule for plain text messages,
this rule is mandated by the Legacy List Owner. It is one of the 12 rules
they publish (with rationale) via this list at frequent intervals.

3. Send messages in plain text form and turn off encoding. People
with visual impairments may find HTML messages with colored text and
textured backgrounds hard to read. Other recipients may get messages
filled with HTML code which is annoying and difficult to decipher.

HTML messages."
