I am aware of that, but since Legacy, as list owner, does not automatically
re-format or reject rich text emails, it is a rule that can only be viewed
as user-enforced -- we choose to obey it or no, as we are willing or able.

Regarding your comment about the user-enforced rule for plain text messages,
this rule is mandated by the Legacy List Owner. It is one of the 12 rules
they publish (with rationale) via this list at frequent intervals.

with visual impairments may find HTML messages with colored text and
textured backgrounds hard to read. Other recipients may get messages
